I am directed by Secretary Sir E. Grey to inform
you that The Lords Commissioners of the Treasury have
sanctioned the payment of subsistence allowances at the
rate of Two Pounds a day to the British Delegates and
Assessors on the Opium Commission whilst employed at
Shanghai, viz to Sir C. Clementi Smith, Mr. Littleton,
the Assessors appointed by the Colonies of Hongkong and
the Straits Settlements, and yourself.
Their Lordships have also authorized the payment
of the British share of any joint expenditure which may be
incurred by the International Commission and the charge
for a sitting room for the use of the British Delegates.
Sir E. Grey desires that you should take charge of
the Accounts of the Mission, and I am to enclose a Bill
Book to enable you to draw upon the Chief Clerk of the
Foreign Office for the necessary funds.
